April Bullock

April has been in the oil and gas industry for over 18 years, working in various areas of Land and Land Administration.  She has served as Vice President of Land since July 2023. Prior to her current position with Sabinal, she served as the Land Manager and Land Administration Manager. Before joining Sabinal, April served as Land Administration Coordinator for Repsol, working both onshore and offshore assets. April began her career in the oil and gas industry in 2006 with Fortson Oil based in Fort Worth while obtaining her B.B.A. at Texas Women’s University out of Denton.

Tommy York

Tommy has over 35 years of field operating experience in the Permian Basin.  Prior to Sabinal, he worked for Energen Resources for 17 years working his way from Production Foreman to Assistant Production Superintendent.  Before joining Energen, he worked for First Permian and other oil & gas operators for 20 plus years in roles such as Lease Operator, Gang Pusher and Roustabout, so he knows Operations from the ground up.

Randy Hogan

Randy brings over 35 years of experience working in several different basins including the Anadarko, Powder River, Delaware Basin, Ark-La-Tex Basin and the Central Basin Platform in West Texas. Randy spent 9 years with Sheridan Production as District Production Manager, Facility Engineering Manager along with Well Maintenance Manager. He managed the assets in Gillette Wyoming, Mid Continent District and the East Texas assets. Prior to Sheridan Production, Randy worked for Cimarex Energy for 8 years through acquisitions as a Production Foreman then Production Superintendent. Randy’s career has been working with independent operators and growing the field operation teams. He has extensive experience managing large and small organizations along with improving operational efficiencies. He also has extensive experience with waterflood management, optimization and infill drilling. Randy brings the field experience along with the business acumen to help increase value with any organization.

Areas of Operations

Sabinal’s assets are located on the Central Basin Platform and Eastern, Northern and Northwest Shelves of the prolific Permian Basin. Production from both waterfloods and CO2 floods in a stacked pay environment; these are high quality, oil weighted, low decline assets that provide robust primary, secondary and tertiary opportunities.

Our current structure consists of 3 Districts with Field Offices located in Andrews, Levelland, Penwell, Sundown, Seminole and Westbrook.
